Senior IT Officer (Project Management)


Asian Development Bank (ADB) has 3 openings for Senior IT Officer (Project Management). The position is assigned in the Program Management Division (OIPM) within the Office of Information Systems and Technology (OIST).

Job Purpose

The Senior IT Officer (Project Management) is responsible for ensuring the success of projects within the IT reforms and ADB's Digital Transformation, with focus on the implementation and support of new application systems for the Bank. Incumbent ascertains that appropriate timing, resources, and sequencing of work efforts are applied in the projects to create the deliverables within an agreed time frame and budget. Ensures that ADB's project standard, procedures and policies are followed (e.g., Project Management Framework, System Development Life Cycle, Quality Management Framework etc.). Provides leadership and technical direction to the different project teams and works with ADB business areas and external partners to achieve objectives. The incumbent will report to designated International Staff and may supervise National and Administrative Staff.


  • Supervises the day-to-day project activities and ensures that appropriate internal and external resources are allocated to the project.
  • Manages project scope, resources and expectations in balance with the project budget.
  • Identifies project risks, recommends appropriate mitigating actions, and manages the implementation of these actions.
  • Resolves project-related issues or escalates these issues for resolution by the International Staff Supervisor or Director, Program Management Division.
  • Monitors and evaluates project progress. Provides accurate and timely reports to management and the Project Steering Committee.
  • Keeps abreast of technological developments and global trends and translates them into technical guidance to the project team.
  • Facilitates smooth turnover/rollout of projects to the Business Area.
  • Builds effective work relationships among key project stakeholders, and all internal and external partners.
  • Works closely with other departments and units to meet project deliverables and ensures that work is guided by agreed priorities and standards.


Relevant Experience and Requirements

  • Bachelor's degree in Computer Science, Information Systems, Business Administration or relevant fields; preferably with Master's Degree or equivalent. With industry-recognized Project Management Certification such as PMP or Prince2.
  • Minimum of 8 years of relevant professional experience in managing information technology projects, preferably Banking or Financial Systems with 4 years of supervisory experience.
  • Excellent written and verbal communication skills in English is required
  • 8 years or more experience in Financial Services / Banking industry.
  • Experience in large scale program and project management.
  • Experience in working with external suppliers and outsourcing support work.
  • Demonstrated skills in implementing vendor products and integrating the new solution to the existing production environment.
  • Ability to apply accepted project management and implementation methodologies.
  • Demonstrated proficiency in preparing and presenting business cases, both orally and in writing.
  • Experience in software development methodologies.
  • Strong analytical skills.
  • Excellent interpersonal, relationship, and management skills.
  • International experience working in other countries is an advantage.
  • Excellent written and verbal communication skills in English is required.
  • Meets the applicable ADB Competency Framework
